La SIAT ha istituito un concorso internazionale con cadenza annuale destinato principalmente a laureati e studenti di architettura, ingegneria, design e delle accademie di belle arti, senza necessità di titolo professionale e auspicando la costituzione di gruppi multidisciplinari su cui possano convergere tutte le discipline umanistiche e scientifiche.
Il premio annuale si propone di lanciare temi di riflessione alla ricerca di nuove visioni urbane per ambiti o problematiche non risolte, con focus sulla realtà del territorio locale torinese e piemontese.
La SIAT organizzerà un convegno, coinvolgendo studiosi e istituzioni cittadine, in cui verrà dato ampio spazio alla discussione intorno a temi, problematiche e soluzioni che i lavori potranno far emergere. La rivista A&RT pubblicherà gli esiti del concorso.
Notice of international competition.
SIAT has established an annual international competition principally for graduates and students of Architecture, Engineering, Design and the Fine Arts Academies, who do not necessarily hold a professional title, and in the hopes that multidisciplinary groups will be formed embracing all the arts and science disciplines.
The annual award proposes to engender reflection in a quest for new urban visions for unresolved situations or issues, with a focus on the real case of the city of Turin and the region of Piedmont.
SIAT will publish the results of the Competition in its journal A&RT. Including scholars and city institutions, ample space will be given to discussion about the themes, issues and solutions that the various competition proposals will bring to light on occasion of the conference that will take place on coming October.
Presentazione
L’edizione 2018 affronta un tema sociale rilevante e centrale rispetto all’idea di cittadinanza: l’accoglienza dei senzatetto in periodo invernale – homeless shelter – richiede il rifiuto della logica della distanza e della rimozione, per fornire un servizio urgente e non differibile, un rifugio immediato nel cuore della città e dei suoi cittadini. Per accogliere e dare rifugio temporaneo ai senzatetto, occorre individuare nel centro città più aree che possano diventare anche solo stagionalmente e in risposta alle emergenze, luoghi di condivisione e crocevia di umanità.
Immaginiamo che possano essere messe a disposizione in maniera temporanea piccole unità elementari aggregabili, di semplice manutenzione, montaggio e smontaggio, per singoli individui o coppie assieme a servizi essenziali: modulo bagni, modulo a disposizione dei servizi di assistenza (distribuzione bevande calde, coperte,… infermeria, punto di ascolto). Si tratta quindi dell’allestimento di “isole di accoglienza” puntuali da progettare nel cuore della città. Immaginiamo moduli essenziali, concettualmente simili ai rifugi di alta quota, ripari dalle intemperie e dai freddi rigidi, per offrire un posto tranquillo da cui non essere cacciati. Il rifugio minimo è una prima risposta immediata, per non farsi cogliere indifesi dal freddo della notte.
E’ una soluzione praticabile offerta assieme ad altre, perché nessuno possa essere dimenticato, accettando le difficoltà di chi rifiuta altre soluzioni apparentemente più vantaggiose. Pensiamo ai rifugi minimi come appendice di case e chiese aperte all’accoglienza, oltre a spazi attrezzati ad hoc a partire dal recupero di edifici abbandonati. Il desiderio è coinvolgere la collettività in una riflessione che riporti l’architettura in una dimensione di servizio.
Pensiamo che questi spazi possano essere “isole di accoglienza” per favorire l’incontro e l’ascolto, facilmente identificabili e riconoscibili, a costituire una prima cerniera di collegamento tra gli “invisibili” ed i mediatori del sociale in città, dove portare conforto e iniziare se possibile percorsi comuni.

……Chi non è attrezzato con coperte e cartoni spessi, in queste notti gelide cammina. Su e giù per i portici. Oppure va al rifugio della Pellerina, quello gestito dalla Croce Rossa.
«Vuoi entrare e dormire?» No, mi basterebbe un tè caldo. «Aspetta qui te lo diamo subito» dicono i volontari in tuta rossa. «Adesso però trovati un posto caldo che stanotte sarà dura»….
Introduction
The 2018 edition broaches a very relevant social theme central to the idea of citizenship: providing refuge for the homeless in the winter season – homeless shelter – necessitates refuting the rationale of distance and removal in order to provide an urgent, instant service that cannot be postponed, an immediate refuge in the heart of the city and its inhabitants. Before being able to welcome and give temporary shelter to homeless people, it is first necessary to identify a number of areas in the city centre that can become – even only seasonally or in response to emergencies – places of community gathering and a crossroads of humanity.
We imagine that small, basic, combinable units for individuals or couples, which are easy to maintain, set up and dismantle, can be made available on a temporary basis, alongside essential services: toilet and washing-facility modules, welfare service modules (distribution of hot drinks, blankets…, infirmary, listening point). So, it is all about designing specific “shelter islands” to be set up as needed in the city centre. We imagine basic modules, conceptually similar to mountain refuges, protection against bad weather and freezing temperatures, offering a calm oasis from which the homeless person is not chased out. This minimal refuge will be a first immediate response, so that the rough sleeper is not caught out by freezing night temperatures.
It must be a practical solution offered together with others because no one can be forgotten, fully accepting the difficulties of those who refuse other apparently more advantageous solutions. We imagine minimal shelters either as appendices of host houses and churches, or as spaces equipped ad hoc, starting from the reclamation of abandoned buildings. The aim is to involve the community in a collective thought process that brings architecture back to being a service.
We believe that these spaces can be “shelter islands” for encouraging encounter and listening, easily identifiable and recognizable, the first link in creating a chain of connection between the “invisibles” and the city’s social mediators, where a minimum of comfort can be enjoyed and perhaps possible common paths can be initiated.

……Those who don’t have blankets or bits of cardboard boxes just walk, never stopping, in these desperately icy nights. Up and down under the arcades. Or they go to the emergency shelter at the Pellerina, run by the Red Cross. “Do you want to come in and sleep?” No, a cup of warm tea is enough. “Wait here and we’ll get you one straightaway,” say the volunteers in red tracksuits. “But now, find yourself a warm spot because tonight will be grim”….
